Research draftList not marked certified

Research draft. We gathered this from official sources on October 27, 2026: election offices, state laws and court records, each linked to its source. Separate reviewers checked a random sample of 48 facts from the ballot-measure research against the cited sources and found no errors. The rest hasn't been reviewed fact by fact yet, so check the linked source before relying on anything here.

§2Where this list comes from

The list above comes from these official sources. Researched October 27, 2026.

None of them calls the list certified or final, so we don’t either.

§3Notes on the research

What the research couldn’t find or confirm, in its own plain words. Nothing is left out silently.

  • We could not read any Secretary of State page. Requests to www.maine.gov (the Upcoming Elections page, which links the Citizen's Guide to the Referendum Election and sample ballots) were answered with a CloudFront Request blocked page, so we stopped using that site. No election-office list, guide or sample ballot stands behind this file, and the list is not marked certified. A single request at a slower pace on 2026-10-27 got the same CloudFront block, including through a second fetch tool.
  • This list is built from the Legislature's own records and may be incomplete. Initiated bills: the Legislature's document server has I.B. 3 (L.D. 2239) for 2026 and returned no document for I.B. 4 or later. Constitutional amendments: the Laws of Maine volumes for the 132nd Legislature list no constitutional resolutions for 2025 or 2026. Bond issues: neither volume contains a bond act with a referendum-for-ratification section, and the Office of Fiscal and Program Review lists no bond package summary for the 132nd Legislature. We could not check for people's veto petitions against 2026 laws, which are filed with the Secretary of State after the session, or for any law passed after the 2026 volume was compiled. A reviewer must confirm the full list against the Secretary of State's Citizen's Guide.
  • Designation: we could not read the question number the Secretary of State assigned on the ballot, so we used the Legislature's designation, I.B. 3 (L.D. 2239).
  • The constitution text was read in the Legislature's online Constitution of Maine (the Revisor of Statutes' Laws of Maine site); we did not check it against a printed edition.
