Research draftList not marked certified

Research draft. We gathered this from official sources on October 27, 2026: election offices, state laws and court records, each linked to its source. Separate reviewers checked a random sample of 48 facts from the ballot-measure research against the cited sources and found no errors. The rest hasn't been reviewed fact by fact yet, so check the linked source before relying on anything here.

§1On the ballot

  • Public Question #11,2
Referred by the legislature · Constitutional amendment · To pass: a majority of the votes on it
  • Public Question #21,2
Referred by the legislature · Constitutional amendment · To pass: a majority of the votes on it

§2Where this list comes from

The list above comes from these official sources. Researched October 27, 2026.

None of them calls the list certified or final, so we don’t either.

§3Notes on the research

What the research couldn’t find or confirm, in its own plain words. Nothing is left out silently.

  • Not marked certified: the Election Division's August 2026 newsletter says it will certify the two constitutional amendment questions to the counties by August 21, 2026, but none of the sources we read says the list has been certified or calls it final.
  • The Indiana General Assembly's website (iga.in.gov) loads its content with JavaScript, and plain requests return an empty page, so we could not read the joint resolutions, the ballot-language acts, or the current text of Article 1, Section 17, Article 6, Section 6 and Article 16, Section 1 of the Indiana Constitution. The measures here rest on the Election Division's 2026 summary of election legislation, which reprints both ballot questions. For Public Question #2 we could not confirm the exact wording of the current residency rule that would change.
  • We did not read a county sample ballot for Indiana.
  • Local questions (a casino question in Allen, DeKalb and Steuben counties and an Indianapolis Public Schools question in Marion County) are not statewide and are left out.
  • Titles are omitted because the state lists these only by number and full question text; the Election Division's headings (Limitations on the Right to Bail; Residence for Town and City Court Judges) are summary headings, not official ballot titles.
