§3Notes on the research
What the research couldn’t find or confirm, in its own plain words. Nothing is left out silently.
- The Secretary of State's releases say two constitutional amendments are on the November 3, 2026 ballot but do not name them or call the list certified or final, so the list is not marked certified. We matched the two amendments to Proposal 3 and Proposal 4 because they are the only 2023-2024 proposals whose legislature status pages show delivery to the Secretary of State in 2026; the 2026 status pages for Proposals 1, 2 and 5 show no activity.
- We could not read the ballot wording or the designation printed on the ballot. The Secretary of State's statewide voter guide is an online application (vt.omniballot.us) and the district guides need an address lookup, and we did not find the proposal summaries that 17 V.S.A. § 1844 requires the Secretary to post. The designations Proposal 3 and Proposal 4 come from the legislature's official texts.
- The official Proposal 3 file is the Senate's 2023 document with the original article struck out and a replacement inserted; we used the replacement text, which does not include the original clause on collecting union dues.
- Both proposals, as written, would add a new Article 23 to Chapter I of the Vermont Constitution. We found no official statement on how the articles would be numbered if both are approved.
