Research draftList not marked certified

Research draft. We gathered this from official sources on October 27, 2026: election offices, state laws and court records, each linked to its source. Separate reviewers checked a random sample of 48 facts from the ballot-measure research against the cited sources and found no errors. The rest hasn't been reviewed fact by fact yet, so check the linked source before relying on anything here.

§1On the ballot

  • Issue 3: TO REQUIRE VOTERS TO PRESENT PHOTO IDENTIFICATION IN ORDER TO VOTE1,2,6,7
Referred by the legislature · Constitutional amendment · To pass: a majority of the votes on it

§2Where this list comes from

The list above comes from these official sources. Researched October 27, 2026.

None of them calls the list certified or final, so we don’t either.

§3Notes on the research

What the research couldn’t find or confirm, in its own plain words. Nothing is left out silently.

  • The Secretary of State's website (ohiosos.gov), which hosts the Ohio Ballot Board's certified ballot language and the official list of statewide issues, answered with a security-check page, so we did not read it. The list here comes from county boards of elections: the Lake County and Cuyahoga County sample ballots and the Butler, Stark and Warren County election notices, all of which show Issue 3 as the only statewide question.
  • Not marked certified: we could not read the Secretary of State's certification, and the county documents we read do not call the list certified or final.
  • The only statewide issue on the November 3 ballot is numbered Issue 3; no Issue 1 or Issue 2 appears on any county ballot or notice we read. We could not find an official explanation of the numbering because the Secretary of State's site was blocked.
  • Franklin County's 46-day election notice for overseas voters describes State Issue 3 as amending Section 1 of Article V, Section 3 of Article X and Section 3 of Article XVIII, which does not match the joint resolution or the sample ballots from other counties (all of which say it would enact Section 5 of Article V). A reviewer should check Franklin County's printed ballot.
  • The Cuyahoga County sample ballot file is very large (about 500 pages) and our downloaded copy may be incomplete; every statewide question in the text we could extract from it is Issue 3.
