Research draftList not marked certified

Research draft. We gathered this from official sources on October 27, 2026: election offices, state laws and court records, each linked to its source. Separate reviewers checked a random sample of 48 facts from the ballot-measure research against the cited sources and found no errors. The rest hasn't been reviewed fact by fact yet, so check the linked source before relying on anything here.

§1On the ballot

  • CACR 13: relating to registers of probate1,3,4
Referred by the legislature · Constitutional amendment · To pass: 66.67% of the votes on it

§2Where this list comes from

The list above comes from these official sources. Researched October 27, 2026.

None of them calls the list certified or final, so we don’t either.

§3Notes on the research

What the research couldn’t find or confirm, in its own plain words. Nothing is left out silently.

  • We could not read any Secretary of State page: www.sos.nh.gov (2026 election details) and mm.nh.gov (the Secretary's file host) both answered with an Akamai Access Denied page, and so did www.nh.gov, which hosts the state constitution. We stopped using those sites. As a result there is no election-office list or sample ballot behind this file, and the list is not marked certified. A single request to sos.nh.gov at a slower pace on 2026-10-27 got the same Access Denied page.
  • The list rests on the General Court's own docket data for the 2025-2026 sessions. Of the 31 constitutional amendment concurrent resolutions (CACR 1 to CACR 31) filed in 2025 and 2026, only CACR 13 passed both the House and the Senate by the required three-fifths vote; CACR 8, CACR 11 and CACR 12 passed the Senate but failed in the House, and the General Court's status table shows every other CACR as failed, found inexpedient to legislate, or died in the House. A reviewer should confirm against the Secretary of State's sample ballot that CACR 13 is the only statewide question.
  • Designation: the ballot number or heading the Secretary of State prints for this question could not be read, so we used the legislature's designation, CACR 13. The resolution directs the ballot heading Questions Relating to Constitutional Amendments proposed by the 2026 General Court.
  • The two-thirds threshold is cited to section VII of the resolution because the constitution's amendment article (Part II, Article 100) on nh.gov could not be read.
  • We did not confirm whether a constitutional convention question is due on the 2026 ballot, because the constitution on nh.gov and the Secretary of State's sample ballots could not be read.
