§3Notes on the research
What the research couldn’t find or confirm, in its own plain words. Nothing is left out silently.
- the list is marked certified because the State Board of Elections' August 31, 2026 memo, titled 2026 General Election Ballot Certification, certifies the general-election ballots, which carry these three questions. That memo predates the September 3, 2026 court order that changed Question 3's wording; the ballots now posted were generated on September 3 and print the revised wording. A reviewer may prefer false.
- A fourth constitutional amendment passed in 2026, Chapter 156 (Senate Bill 28), is not on the ballot: the Department of Legislative Services' August 11, 2026 letter says the General Assembly withdrew and recalled it at the 2026 special session through Chapter 882. We did not read Chapter 156 or Chapter 882 themselves.
- We did not read the Supreme Court of Maryland's September 3, 2026 order on Question 3; the court's opinions are reached through a search form. What it changed is taken from the State Board of Elections' ballot questions page and the printed ballots.
- Question 3's title differs by source: the printed ballots and the Department of Legislative Services letter say Election Districts – General Assembly and Representatives in Congress, which we used, while the English heading on the State Board's ballot questions page says Electoral Districts – General Assembly and Congressional Representatives. The ballots label it Chapter 881 of the 2026 Legislative Session; the Department of Legislative Services says the 2026 Special Session.
- Maryland's constitution calls for an automatic question on a constitutional convention in 1970 and every 20 years after that (Md. Const. art. XIV, § 2), so none is due in 2026, and none is on the ballot.
