Research draftList not marked certified

Research draft. We gathered this from official sources on October 27, 2026: election offices, state laws and court records, each linked to its source. Separate reviewers checked a random sample of 48 facts from the ballot-measure research against the cited sources and found no errors. The rest hasn't been reviewed fact by fact yet, so check the linked source before relying on anything here.

§1Where this list comes from

That there are none rests on these official sources. Researched October 27, 2026.

None of them calls the list certified or final, so we don’t either.

§2Notes on the research

What the research couldn’t find or confirm, in its own plain words. Nothing is left out silently.

  • The State Board of Elections voted on August 21, 2026 to certify the November 3 ballot (its agenda lists the item), but it does not post the certification itself, and its website has no list of statewide questions that we could read without a search form. The absence of statewide measures is therefore shown by a county ballot: Peoria County's composite specimen ballot for November 3, 2026, which its election board says lists every contest, has statewide offices but no statewide constitutional amendment or statewide advisory question; all of its public questions are local.
  • the list is not marked certified: no State Board source calls a statewide list certified. The Peoria County specimen ballot does carry a statement, signed for the county Board of Election Commissioners, certifying it as a true copy of the ballot to be used on November 3, 2026, but that certifies one county's ballot, not a statewide list.
  • The Illinois General Assembly's records for 2025-2026 agree: of the 39 proposed constitutional amendments filed (House Joint Resolutions Constitutional Amendment 1-28 and Senate Joint Resolutions Constitutional Amendment 1-11), none was adopted by both chambers. Only HJRCA 28, on redistricting criteria, passed the House (April 22, 2026); its last action is a referral to the Senate Assignments Committee on April 28, 2026. We could not read the older General Assembly's (2023-2024) list on the Legislature's website, which needs a script-driven selector.
  • News coverage (pointer only) mentions a Cook County advisory question about a proposed income tax surcharge on incomes over $1 million. It is a county question, not a statewide one, so it is not listed.
  • Some county election sites could not be read: chicagoelections.gov and champaigncountyclerk.com returned security-check or access errors, and mchenrycountyil.gov returned Access Denied.
